Data Recapture Exercise – How to do it

What is Data Recapture Exercise (DRE)?

The Data Recapture Exercise (DRE) is an exercise conducted by PFAs or appointed agents which involves recapturing the personal data including biometrics of all existing registered RSA holders who must provide the National Identity Number (NIN), in line with the Federal Government Identification Policy.

All RSA holders either active or retired are expected to participate in this exercise.

For the active RSA holders, it is only applicable to those that opened a Retirement Savings Account (RSA) before July 2019. This means that all those that opened RSA from July 2019 do not need to do a DRE because they have already been captured and registered under the new PenCom Enhanced Contributors Registration System (ECRS).

Without being recaptured where it is necessary, the RSA holder cannot process any form of retirement benefits under the Contributory Pension Scheme (CPS).

How it is done

The Data Recapture Exercise (DRE) involves pretty easy steps. Ultimately, the aim is to capture the RSA holders’ data under the ECRS which is more robust and in conformity the Federal Government identification policy.

Presently, all PFAs are involved in this exercise. Some of the PFAs offer this also online for their RSA clients. However, all RSA holders can walk into their PFAs offices nationwide or designated locations and have their data recaptured.

In a bid to make the exercise gain traction, the National Pension Commission (PenCom) has also approved two (2) DRE agents through the Industry Shared Services Initiative (SSI) proposal by the Pension Operators Association of Nigeria (PenOp). These agents – Payone Solution Systems Limited and Afritech Multi Concept Limited – are saddled with the responsibility of carrying out the DRE for all RSA holders irrespective of their PFA at their various locations.

To get recaptured, the following are required:

For Active contributors they are to provide the following documents to complete the data recapture:

  • Staff Identity Card any one of the following:
    • National Driver’s License, or Permanent Voter’s Card; or International Passport (mandatory for non-Nigerians).
  • Enrollment Slip issued by NIMC.
  • Birth Certificate or Sworn Affidavit of Age Declaration.

For retirees, who are either on programmed withdrawal or annuity, they are expected to present the following documents:

  • National Driver’s License or any one of the following:
    • Permanent Voter’s Card, or
    • International Passport (mandatory for non-Nigerians)
  • Enrollment Slip issued by NIMC
  • Letter of Retirement issued by the employer to the retiree.

All RSA holders, who have had a name change (either their surnames or first names or both after registration), should present the following documents to their PFAS:

  • Marriage Certificate (only applicable in the case of marriage)
  • Newspaper publication for change of name
  • Sworn affidavit
  • Confirmation letter for change of name from employer (if still in employment)

All PFAs have been directed by PenCom to issue Acknowledgement Slips to RSA holders who submit complete documents for their data recapture. The RSA holders will be notified of the status of their data recapture (successful or not successful) within five working days of the submission of documents.
